There are Two Ways to Report a Website or a Blog in Google
* google.com/webmasters/tools/spamreport Buy Feeling up in Authenticated Form with your Google Webmaster account. Just you need to login into webmaster account in order to report a blog or/and website.
* google.com/contact/spamreport.html Buy Feeling up in unauthenticated form You just need to click at this link and report website or/and blog in Google.
I suggest you to report a website or blog through Authenticated Form because Google considers it as valuable report.
Copyright violation: If someone had theft or is stealing copyrighted content, You just report it to Google and that site will be banned in Google and it can not be there any longer in Google search index. SPAM Blog Reporting to Blogger: If you want to report a SPAM blog to Google, You can report it from help.blogger.com/?page=troubleshooter.cs&contact_type=Spam You need to enter the SPAM blog URL as shown in the image below.
Another way to report a spam blog with FLAG BLOG button in top navigation bar in Blogger. There are bloggers who use tricks to hide such buttons for those blogs you can use earlier method as you won't find FLAG BLOG button on the particular blog.

It definitely works before a couple of weeks ago my friend website had copied totally by an Asian IT Company. I just contact him and told this issue, He just filled up report against that website through his webmaster account and the person who had copied the website removed from Google Index.
